Use cost ranges carefully

Most resilience costs are local and scope-dependent. Engineering, permits, access, hidden conditions, code triggers, product approvals, temporary relocation, and finish restoration can matter as much as the visible material. U.S. and Canadian markets are discussed separately where useful; a Canadian price should not be created by converting a U.S. estimate. Treat every range as a planning screen, then obtain a scope-specific quote and confirm current local requirements.
