“Brace and bolt” and “bolt-only” are not interchangeable labels. The distinction is a program example, not a national rule or a diagnosis of your house.
What the scope can include
A raised-foundation retrofit may involve a structural assessment, crawl-space access, sill anchorage, foundation bolts, cripple-wall sheathing or bracing, floor-to-wall connections, blocking, hardware, plan preparation, permit, inspection, and restoration. Damp or restricted crawl spaces, poor access, deteriorated wood, utilities, insulation, and finished flooring can increase labor.
Bolt-only work may be a smaller scope when the house and foundation fit the prescribed condition. Brace-and-bolt work adds the cripple-wall and connection question. A house outside a program’s assumed construction type may need a custom engineering design or another retrofit path.
Budgeting the project
Use a planning range based on the work class rather than a universal average. A compact, accessible crawl space with sound framing and a prescriptive plan may be a moderate structural project. A large perimeter, weak or cracked foundation, limited access, utilities in the work area, or extensive finish restoration can move the cost higher. Engineering, permit, inspection, and program documentation may be separate from construction.

Verify the live program terms before including assistance in a budget.
Program and code limits
California EBB guidance can explain the difference between retrofit families, but it does not establish eligibility, price, or suitability outside its program. The same term is used differently by contractors. Verify current local seismic requirements, plan sets, permits, grant terms, inspection steps, and contractor qualifications. Canadian homeowners need local provincial and municipal guidance rather than a California program assumption.
Do not choose bolts, straps, fasteners, or sheathing thickness from a generic article. Structural adequacy, loads, connection details, and foundation conditions require current authoritative or professional review. A water-heater restraint or cabinet anchor is useful nonstructural work but does not replace this retrofit.
When to coordinate
The work can be easier during a crawl-space renovation, foundation repair, plumbing change, or remodeling project that already provides access. Do not close finishes until required inspections and documentation are complete. Ask how moisture, corrosion, drainage, and future inspection will be managed.
The right decision is the one that matches the home’s actual foundation and cripple-wall condition. A low hardware allowance is not a low retrofit cost if the building cannot accept the assumed connection.
Questions that distinguish the two scopes
Ask whether the home sits directly on the foundation or has a short cripple wall, how the foundation condition was verified, and whether the crawl-space wall is continuous or interrupted. Protect the finished result
Crawl-space moisture, corrosion, drainage, insulation, pests, and future plumbing work can affect the retrofit. Ask for maintenance access and records of the hardware and locations. Do not cover an inspection point or alter a connection later without consulting the responsible professional.
The economic value is in correcting the documented weakness. A higher hardware count or a lower bid does not show that the load path is complete.
Coordinate with moisture and access work
Before construction, ask whether crawl-space moisture, drainage, pests, insulation, utilities, or deteriorated wood will be repaired. These conditions can change the attachment and finish cost. After construction, keep the crawl space accessible for inspection and do not cover or cut the work during later plumbing, electrical, or remodeling projects.
If the house has an addition, porch, garage, or unusual foundation, ask whether the prescriptive plan includes it. A main-house retrofit can leave an attached portion or transition vulnerable. The final record should identify the boundary of the work.
Program assistance may lower an eligible construction bill but does not eliminate excluded design, permit, restoration, or maintenance costs. Verify current terms before relying on it.
