Manufactured Home Site Preparation and Setup Cost: What Happens Before Move-In
The price of a manufactured home is only one part of a new installation. The site must be accessible and prepared, the home supported and anchored, sections joined, services connected, and the finished work inspected under the applicable program or local rules. Site conditions can make the setup far more expensive than a simple delivery-and-blocking quote suggests.
What setup may include
Ask the installer to separate these scopes:
- clearing, excavation, grading, drainage, and access for delivery equipment;
- soil evaluation, footings, piers, foundation, or another support system;
- delivery, setting, blocking or leveling, and anchoring;
- marriage-line or multi-section close-up where applicable;
- water, sewer or septic, electrical, gas, and other field connections;
- skirting or another perimeter enclosure, stairs, landings, and exterior finish work;
- permits, tests, inspections, and correction of failed work.
The federal model installation standard organizes U.S. installation around site preparation, drainage and ground moisture, foundations and piers, anchoring, utilities, close-up, and multi-section interconnection. It applies to its defined U.S. installation scope and does not establish Canadian requirements.
The site usually controls the budget
A level, serviced lot with generous access is a different job from a wooded, sloped, wet, remote, or constrained site. Cost can rise when the delivery route needs clearing, the soil cannot support the planned system, drainage must be corrected, utilities are far away, rock or groundwater changes excavation, or a crane or specialized equipment is needed. Weather delays and temporary access can also affect the quote.
Have the installer identify what the price assumes about soil bearing, frost, grading, utility distance, section count, home size, access, and weather. Ask whether the quote includes testing, traffic control, restoration, disposal, and temporary protection.
Utilities and inspection are separate work
The factory may provide internal systems or connection points, but the site still needs service work, trenches, meters, valves, disconnects, tests, and authority approvals. HUD’s installation FAQ describes retesting the complete water-supply and drainage systems after field piping is connected in its U.S. context. B.C. guidance likewise places site preparation, service connections, and appliance installation within the site/code boundary for the scope it addresses.
Do not use those statements as a national code checklist. Confirm the authority having jurisdiction, utility-owner requirements, installer qualifications, and current permits for the actual property.
Make quotes comparable
Request a base scope plus alternates for difficult access, upgraded foundation, drainage, utility extensions, skirting, stairs, and restoration. Confirm whether home transport, crane/set work, sales tax, engineering, soil testing, permits, inspections, and post-inspection corrections are included. Keep U.S. and Canadian quotes in their own currency and market; no conversion produces a reliable setup price.
There is no durable national range established for this category. A useful setup budget has a site-specific scope, visible exclusions, a contingency for concealed conditions, and a written answer to who pays when the lot or home differs from the assumptions.
Use a layered planning scenario
For a simple U.S. illustration, assume a prepared lot, short utility runs, ordinary support work, and no rock or drainage correction: $8,000 for site work, $12,000 for foundation and support, $7,000 for utility connections, and $5,000 for permits, stairs, skirting, and close-up. That produces a $32,000 site-side scenario before transport and the home itself. A separate Canadian illustration might use CAD 10,000 + CAD 15,000 + CAD 9,000 + CAD 6,000 = CAD 40,000 under similarly simple assumptions. These figures are models, not quotations or national averages.
Change one assumption at a time. A long utility trench, unsuitable soil, engineered foundation, difficult delivery route, or post-inspection correction can move the result more than a small material choice. Ask each bidder to identify which layer owns that risk and whether the allowance is fixed, measured, or subject to change order.
