Fuse Box to Breaker Panel Conversion Cost
A fuse-to-breaker conversion replaces older distribution equipment with a breaker panel, but it does not automatically rewire the house or increase the utility service. A current Canadian specialist guide reports a representative CAD $1,500–$4,500 observation for a 200-amp panel upgrade, while a U.S. panel source reports a broad replacement observation of $518–$2,192. The scopes differ, and a fuse conversion can fall outside either example when service equipment, wiring, grounding, or access is involved.
The conversion should be priced as a defined project, not as “the cost of a new box.”
What the conversion may and may not solve
Replacing the fuse enclosure can improve serviceability or address a documented equipment condition. It may also be part of a modernization project. But the existing branch wiring, grounding and bonding, service entrance, meter, and utility rating remain separate questions. A new breaker panel does not make old wiring compatible by itself, and a larger panel does not create additional service capacity without the associated work.
Do not assume every fuse system is automatically illegal or unsafe. Current treatment depends on condition, alterations, jurisdiction, insurer, and the exact installation. Three project scenarios
Panel-only conversion: The location remains, branch wiring is accessible and serviceable, service rating is unchanged, and no broad deficiency appears. This is the closest case to a simple panel replacement.
Conversion with corrections: Some circuits need new terminations, grounding/bonding work, device corrections, labeling, or protective-device changes. The quote should list each correction instead of hiding it in a generic “code upgrade” line.
Conversion with service or rewire work: The service rating changes, the meter or entrance is involved, or the fuse-era wiring is broadly unsuitable. This becomes a larger service or rewiring decision and should be compared with partial or whole-house rewire options.
Permits and inspections are local
Ontario’s ESA process and British Columbia’s homeowner permit guidance demonstrate different administrative patterns. Ontario treats electrical notification separately from a building permit and describes inspection before concealment for applicable work. When rewiring belongs in the budget
Ask whether the existing branch circuits are merely being transferred or are being replaced. Knob-and-tube, older aluminum branch wiring, damaged insulation, undocumented additions, and ungrounded circuits may trigger a separate assessment. Do not allow a panel conversion to imply that those conditions have been corrected unless the quote says exactly what is included.
If access is open because walls are already being renovated, combining work can reduce duplicate access and finish costs. If the home is occupied and finished, a panel-only approach may preserve disruption, but it may also leave a known wiring project for another mobilization. The best sequence depends on condition and the credible future scope.
Quote checklist
Ask for existing and proposed service ratings, panel location, circuit count, retained wiring, breaker types, grounding/bonding, meter/service boundary, utility responsibility, permit/notification, inspection, finish restoration, exclusions, and concealed-condition pricing. Request photographs or a circuit map when appropriate, without opening equipment yourself.
Compare a defined conversion with partial or whole-house rewiring only when the latter is actually indicated. A breaker panel is an equipment decision; it is not a universal cure for every legacy electrical condition.
A conversion can expose, rather than create, extra work
The electrician may discover that fuse-era circuits have short conductors, missing labels, altered splices, poor access, ungrounded portions, or legacy wiring that needs a separate decision. Ask for photographs and a circuit schedule when the enclosure is opened. A change-order allowance should identify the unit or condition being priced; “bring everything to code” is too broad for quote comparison without the applicable jurisdiction and observed deficiency.

Choose the conversion boundary
Before approving a fuse-to-breaker conversion, list the outcomes required: replace obsolete equipment, gain resettable overcurrent protection, add circuit space, correct damaged wiring, support new loads, or satisfy a documented transaction requirement. A panel conversion may address one outcome and leave another unresolved. If new capacity is the primary goal, keep load planning and service work separate from the ordinary conversion budget.
Ask for a circuit inventory, panel and breaker assumptions, service and grounding interaction, device/termination corrections, labeling, shutdown, inspection, access, and finish restoration. If old wiring is retained, the quote should identify that boundary. A conversion can be a sensible coordinated project when access is already open, but it should not hide a rewire or service upgrade inside a generic panel line.
The best comparison is a defined same-capacity conversion, a conversion with justified corrective work, and a broader replacement or rewire option where evidence supports it. This makes the extra cost explainable.
Choosing timing
Combining a conversion with an open-wall renovation can reduce duplicated access and restoration. Doing it during a transaction may satisfy a documented requirement but can compress decision time and encourage a broad allowance. A planned conversion allows the homeowner to map circuits and obtain comparable proposals. For a short horizon, a qualified assessment may support retaining serviceable portions; for a long horizon, include repeat repair and future renovation costs.
The best quote states the old equipment, new equipment, service rating, retained branch wiring, grounding/bonding, protection, administration, restoration, and completion documentation. It should explain the economic reason for each add-on.
