ADU Sitework and Utility Connection Cost
The advertised price of an ADU often describes the dwelling, not the property work needed to receive it. Sitework and utility connections can include access, clearing, excavation, grading, drainage, foundation preparation, water, sewer or septic, electrical, fuel, trenching, delivery, fees, and restoration.
A directional site-cost anchor
Angi’s 2026 U.S. addition observations report $1,500–$5,000 for site preparation and $150–$7,500 for permits. Those figures are broad addition-market observations, not an ADU sitework package: they can exclude utility extensions, difficult excavation, access, delivery, restoration, and local authority or utility charges. Use them as visible starting line items, not as a complete site budget or Canadian pricing.
Start with a site plan
CMHC’s guidance calls for checking the property and rules, then developing a site plan that accounts for parking, access, grading, and drainage before local permitting. Measure the route from the street or delivery point to the proposed unit, not just the distance between buildings. A narrow side yard, slope, retaining wall, tree, paving, or overhead line can change the method.
Main cost layers
Preparation: Survey or site layout, clearing, demolition, excavation, grading, erosion or drainage measures, rock handling, and foundation preparation. Poor soil or groundwater may require a different foundation or site design.
Water and wastewater: A unit may need new or extended water and drain lines, a sewer connection, pump, septic review, or other local solution. Capacity and connection requirements are site- and authority-specific. Do not assume an existing service can support another dwelling.
Electrical and fuel: The project may need a new feeder, panel, meter arrangement, transformer coordination, gas or other fuel route, or independent equipment. Service capacity must be assessed rather than assigned a universal size.
Trenching and restoration: Include excavation, bedding and backfill, paving, concrete, landscaping, fences, steps, drainage, and inspection access. The line may cross a driveway or finished yard and can cost more to restore than to dig.
Delivery: A prefab module may require a truck route, crane, set area, temporary closure, foundation tolerance, and connection crew. Delivery is part of total installed cost, not a free consequence of factory construction.
Approvals and fees
CMHC’s homeowner guide places zoning, parking, plans, approvals, permits, construction, and inspections in one project sequence. British Columbia, California, and model-code sources show examples of current frameworks but do not establish your local fee or permission. Obtain specific fees from the authority imposing them and list them separately from contractor allowances.
Normalize competing quotes
Ask each bidder to identify the assumed unit location, access route, foundation, excavation, grading and drainage, water, wastewater or septic, electrical, fuel, trench lengths, utility fees, delivery, crane, restoration, inspections, and exclusions. Record whether the amount is a fixed price, allowance, or owner responsibility.
The infrastructure budget is complete only when the site can receive the dwelling, connect it to reliable services, pass required inspections, and be restored for the way the property will be used.
Why distance is an incomplete measure
A short route can still be expensive if it crosses concrete, has difficult grade, needs a pump, conflicts with trees, or requires service shutdown. A long route can be manageable when it follows an accessible trench and the existing service has capacity. Ask for a marked route, not just a linear-foot allowance.
The building location also affects access for future maintenance. Valves, cleanouts, electrical equipment, meters, and mechanical equipment need service access. A site plan that reaches the unit but leaves no practical route for repair is an incomplete economic plan.
Service-by-service questions
For water, ask where the connection begins, whether pressure and capacity are confirmed, and whether backflow, meters, or protection are part of the scope. For wastewater, identify gravity versus pumped routing, sewer depth, cleanouts, septic review, and restoration. For electricity, ask whether capacity, feeder, panel, meter, and utility coordination have been assessed. For heating or fuel, identify the equipment, route, controls, and responsibility for upgrades.
Do not let one contractor’s assumption become a universal requirement. Service rules and fees belong to the local utility or authority, and technical compatibility belongs to qualified trade professionals.
Low, typical, and difficult sites
Lower-complexity: A nearby unit, open access, confirmed services, simple grading, and a foundation ready for connection.
Mixed: A moderate route, partial paving restoration, drainage coordination, and an electrical or water-capacity question.
Difficult: A rear lot, narrow access, slope, long trench, septic or sewer uncertainty, crane delivery, retaining work, or service upgrades. Carry these as named risks rather than a generic site allowance.
The most useful sitework quote makes the route, capacity, authority fees, restoration, and unresolved conditions visible before the dwelling price is approved.
A sitework bid that can be checked
Ask for a plan showing the proposed unit, property access, existing services, new routes, cleanouts, panels, meters, drainage, paving, and landscape restoration. Ask whether the contractor has verified utility locations and whether the owner or utility must arrange shutoffs. Separate excavation from connection work so a route change can be priced without rewriting the entire proposal.
Capacity is different from connection
An existing line may reach the site but lack capacity for another dwelling. Water pressure, sewer or septic capability, electrical service, fuel, drainage, and HVAC all need the appropriate professional review. Do not rely on universal service sizes, trench depths, pipe sizes, or connection fees. Those details depend on the site and the authority.
Protect future access
Do not place a service route where future repair requires removing a new foundation, finished patio, or inaccessible landscape. Include shutoffs, cleanouts, equipment clearances, and permanent walkways in the design. This may add initial work but lowers the risk of an avoidable future excavation.
What to request from the contractor
Ask for a site visit, marked utility route, assumptions about existing capacity, and a list of authority approvals. Require separate prices for excavation, utility installation, connection or meter work, testing, restoration, and temporary access. If the route or capacity is uncertain, ask for an investigation allowance and a defined decision point instead of an unlimited change order.
The sitework decision is complete when the owner can explain where the services start, where they end, who approves them, what condition the property will be left in, and which unknown could still change the cost.
Separate site layers that are often bundled
Organize the early budget into distinct layers: survey and site planning; clearing and demolition; excavation and grading; foundation preparation; drainage and stormwater; water supply; sewer, septic, or other wastewater; electrical or fuel service; communications; delivery and staging; approvals and inspections; and final paving, planting, fencing, or walkway restoration. The exact list will vary by property, but a visible structure makes omissions easier to find.
A building quote may stop at the foundation, while a utility contractor may stop at the property line, and the authority may charge fees outside either contract. Mark each responsibility. A service shown on a plan is not the same as a confirmed capacity or connection approval. Keep unknowns as allowances tied to a specific investigation rather than presenting them as completed work.
Think in routes and capacities
The shortest route is not always the lowest-cost route. It may cross paving, a retaining feature, a mature landscape, another structure, or an area that must remain accessible. The route also needs a practical future path for repair, shutoff, cleaning, meter reading, and replacement. Draw the route from the existing connection to the ADU and note every crossing and restoration obligation.
Capacity is equally important. Water, wastewater, electrical, fuel, heating and cooling, drainage, and communications may be nearby but unsuitable for the proposed use. Do not publish or rely on a universal service size, pipe size, trench depth, connection fee, or upgrade requirement. Ask the relevant utility, qualified designer, or authority what must be confirmed for this property.
Compare site conditions before building systems
For a favorable site, direct access, nearby services, workable drainage, and a simple foundation may keep property work proportionate to the unit. For a constrained site, the same ADU may need hand excavation, temporary access, retaining or erosion control, a longer trench, a pump or alternative wastewater approach, utility upgrades, crane planning, and extensive restoration. These are scenarios, not national price bands.
If a factory-built unit is considered, confirm the transport and set route before treating the unit price as real. A site that cannot accept the delivery method may require a different design or construction system. If the ADU is site-built, keep labor, weather, staging, and repeated mobilization visible.
Make the finished property the deliverable
Use a site sketch to make the comparison auditable. Mark the proposed building, property lines, driveway, existing service entry, likely utility route, trees or slopes, drainage direction, and the areas that must remain accessible during construction. Then identify which assumptions are confirmed and which are only placeholders. This simple record helps separate a short service run from a site plan that requires substantial excavation, restoration, or coordination with multiple providers.
Ask for a complete connection scope in every quote. It should identify trenching, bedding, conduit or piping, protection, connection points, testing, backfill, surface repair, inspection coordination, and temporary access. If an item is excluded, name the party responsible for pricing it. A low building quote paired with an unpriced route is not a low project cost; it is an incomplete property-level comparison.
The sitework is complete only when the unit is connected, drained, accessible, maintainable, and restored to the agreed condition. Ask who tests and documents the connections, who responds to inspection comments, who removes temporary works, and who repairs paving, fences, planting, or the main home after service installation. Include the household’s temporary access and protection while the work is underway.
Compare a complete site-and-utility scope for every ADU form under consideration. The right question is not “How much does the trench cost?” It is “What property work is required for this dwelling to function, pass the relevant checks, and remain serviceable?”
