The feasibility layers

Low and difficult scenarios
A favorable attic has suitable framing, enough usable height, a simple stair route, a sound roof, accessible services, and no dormer requirement. A difficult attic has trusses, low slopes, a fragile roof, poor ventilation, no stair route, structural reinforcement, or a bathroom far from the plumbing system.
Dormer relationship
A dormer can add headroom and floor area but introduces roof opening, framing, flashing, windows, cladding, insulation, and interior finish work. Price it as a separate enclosure and structural layer, not a small window upgrade.
Quote comparison
Ask for structural review, roof and weather protection, dormers, stairs, windows, insulation and air sealing, ventilation, electrical, HVAC, plumbing, finishes, design and permits, inspections, temporary protection, and exclusions. Require the bidder to state the usable area and assumptions about existing capacity.
An attic conversion is economical when the roof volume is genuinely usable and the enabling work remains proportionate. It is not economical merely because the attic is empty.
Usable area is not gross area
A sloped roof reduces the area that can hold furniture, storage, and circulation. Insulation and interior finishes consume additional depth. Stairs take area on the floor below, and a dormer can exchange roof complexity for more usable height. Have the designer show the resulting usable area rather than relying on the attic footprint.

Measure the usable result

A large attic footprint can produce little practical living space if standing height is limited or furniture cannot be arranged. The stair opening also consumes area on the floor below and may displace a closet, room, or service route.
Compare the intended use with the resulting geometry. An office may tolerate low storage zones, while a bedroom needs a workable bed, circulation, privacy, and local exit path. Price the roof and the lower floor together

A cosmetic attic finish should not be compared with a code-ready living area as though they deliver the same result.
Record the parts of the existing house that each option consumes. A stair may take floor area below; new ducts may require soffits; insulation work may affect roof ventilation; and a new bathroom may use capacity needed elsewhere. The best option is the one whose total house impact is acceptable, not simply the one with the lowest attic-line estimate.
