Prefab vs. Site-Built ADU: Comparing the Total Installed Cost
“Prefab” can mean a modular home, panelized system, factory-finished module, or a component package. Those systems are not interchangeable technically or legally. The useful comparison is total installed cost at your property, not the advertised price of a unit.
A worked installed-cost comparison
Use the same finished unit and site for both methods. For illustration only, a prefab worksheet might show a $120,000 unit, $32,000 foundation and site package, $18,000 delivery and set, and $30,000 for utilities, approvals, and restoration: $200,000 installed. A site-built worksheet might show $112,000 for the structure and finishes, $34,000 for foundation and sitework, $24,000 for services, and $30,000 for professional, approval, and restoration work: $200,000 installed. These figures are not market claims; they show why a unit price cannot decide the comparison. Site adaptation, access, services, approvals, and appraisal questions must remain visible and separate from one another.
Normalize the prefab quote
Ask whether the price includes design adaptation, foundation, transport, crane or set, site access, utility connections, permits, inspections, steps, decks, skirting or enclosure, interior or exterior completion, landscaping, and warranty service. A factory price can be attractive because those costs sit outside the quote.
CMHC’s Canadian housing-catalogue guidance treats regional codes, climate, site conditions, parking, access, grading, drainage, professional adaptation, and local permitting as part of the process. A repeatable plan may simplify design without eliminating property-specific work.
What site-built changes
Site-built work can adapt continuously to a constrained lot, irregular foundation, or unusual utility route. It may involve more on-site labor, weather exposure, sequencing, and design coordination. It can also allow the builder to integrate local trades and finish decisions more directly.
Prefab can provide repeatable fabrication and a predictable module, but the site must still receive it. Delivery route, turning radius, overhead lines, crane position, foundation tolerance, weather protection, and connection work can decide whether the method fits.
Approvals and classification
The 2024 IRC ADU appendix is a model-code example, not universal law. Fannie Mae’s UAD 3.6 policy treats site- and factory-built construction as an appraisal-policy issue under its own conditions, not as zoning or building-code approval. Confirm the local code pathway, certification requirements, foundation design, and inspection process before selecting a vendor.
Schedule is not automatically savings
Factory production may reduce some site duration, but design completion, approvals, foundation readiness, transport, weather, utility connections, and finish work still control the overall sequence. A site-built project may be slower in one phase and simpler in another. Avoid universal claims that either method is faster or cheaper.
Decision matrix
Prefab may fit when the design is repeatable, the lot has reliable delivery access, sitework is well understood, and the vendor’s inclusions are complete. Site-built may fit when the lot is constrained, customization matters, or local trades can solve site conditions more economically. Pause either option when approvals, foundation, utilities, transport, or total scope are unknown.
Compare apples with apples
Create a bid table with the same finished area, kitchen and bath level, foundation, utility assumptions, access, site restoration, approvals, professional services, and contingency. Record what is an allowance versus a fixed scope. Include long-term service, replacement, and warranty responsibilities.
The cheapest unit is not the cheapest ADU. The better choice is the method that reaches an approved, connected, durable, maintainable result at a transparent total cost.
Compare the contract boundaries
Ask who owns the foundation design, site preparation, delivery coordination, permits, inspections, utility connections, set and weather protection, stairs, decks, exterior completion, interior touch-ups, commissioning, and warranty calls. A vendor may deliver a finished module while the general contractor remains responsible for the property and connection work.
Site constraints can reverse the preference
A factory module needs a route, turning space, overhead clearance, crane position, set tolerance, and a foundation ready on schedule. A constrained site may make panelized or site-built work easier even if the factory price looks lower. Conversely, a repeatable unit may fit well where site access and services are uncomplicated.
Financing and appraisal are separate questions
Fannie Mae’s UAD 3.6 policy is an appraisal and mortgage-policy source with its own effective date and conditions. It does not approve the site, certify the construction, establish zoning, or guarantee financing. Ask the lender and appraisal professional how the proposed system will be treated, and obtain local approval separately.
Ownership over time
Compare warranty duration, service location, replacement parts, exterior maintenance, moisture details, and the ability to modify the unit. A lower initial cost can be less attractive if a proprietary component is difficult to service or if the site connection is not documented.
Choose the method after the full scope, site, approval path, and long-term responsibilities are visible. “Factory-built” describes where some work occurs, not the final cost or quality of the property.
Documentation is part of value
Keep the manufacturer’s inclusions, foundation and connection requirements, transport plan, certification information, warranty, maintenance instructions, and change-order terms with the bid. Compare that package with the site-built contractor’s drawings and responsibilities. A method is hard to evaluate when the documentation stops at the factory door.
A fair comparison
The fair comparison is two complete property outcomes, not a factory price against a framing subtotal. Hold finished area, kitchen and bath scope, comfort, access, foundation, utilities, approvals, restoration, and warranty responsibilities constant. Mark each line as included, an allowance, owner-supplied, utility-company work, or excluded before choosing a method.
Test the schedule assumptions
Ask when site preparation, foundation work, factory fabrication, delivery, set, connections, inspections, and occupancy can actually occur. Factory time does not eliminate site lead time, and a delayed foundation or unavailable crane can leave a finished module waiting. Site-built work has different weather and labor exposure. Compare the sequence and the owner’s carrying costs rather than accepting a headline duration.
Also confirm the boundary between the manufacturer and local trades. The contract should name who measures the site, designs the foundation, handles damaged materials, completes connections, responds to inspection comments, and provides final documentation. Those responsibilities affect both price and schedule risk.
Questions before selecting a vendor
Ask what happens if the site is not ready, the module is delayed, the foundation tolerance differs, or a connection fails inspection. Confirm who pays for redesign, storage, weather protection, and return visits. These are practical cost risks that a product brochure rarely answers.
The method should be selected after the site and contract responsibilities are understood, not because a factory or site-built label promises a result by itself.
Use one finished plan and one site. Price the shell, foundation, sitework, utilities, permits, access, delivery, set, finishes, landscaping, and contingency for both methods. Then note differences in design flexibility, schedule exposure, maintenance, and future changes. This is enough to make a decision without claiming a universal saving.

A lower headline price is not evidence of a lower installed cost until the boundary is the same.
Compare schedule risk with site risk
Prefab can move labor and some quality-control work away from the property, but it can make delivery and set timing important. Site-built construction can adapt to the lot as work proceeds, but weather, repeated site operations, and on-site coordination may affect the schedule. Neither method removes local inspections, approvals, utility work, or the need to prepare the property.
List the decisions that must be complete before ordering: site location, foundation, access, service routes, design adaptations, local approval, and delivery clearance. Also identify what happens if a permit is delayed, the foundation changes, the crane cannot reach the site, or a utility connection is not ready. Carry storage, return visits, temporary protection, and rework as visible risks rather than assuming the schedule is fixed.
Separate appraisal from approval
Fannie Mae’s UAD 3.6 policy describes one mortgage and appraisal classification for ADUs and includes site- or factory-built examples under its policy conditions. That does not guarantee a loan, appraisal treatment, zoning approval, or building-code acceptance. Local authorities answer the approval question; the lender and appraiser answer their own policy questions.
The method decision should therefore have two independent checks: can the property and authority accept the proposed unit, and can the household finance and maintain the completed result? If either is unresolved, keep the scope at concept level and obtain the appropriate professional answer before committing to a nonrefundable order.
Compare the finished property
Ask both teams to identify the same final handoff: a weather-tight unit with connected services, completed access, drainage, required inspections, finished surfaces, and a usable relationship to the main property. Put exclusions beside each price. This is where transport, crane or equipment access, foundation work, utility routes, exterior steps, paving, and restoration commonly change the apparent advantage of a prefab package.
Also consider the owner’s future obligations. A component warranty, local service availability, replacement lead time, and access to concealed systems can matter after the initial schedule ends. The better choice is the delivery method that produces a supportable finished unit within the site’s real constraints, not simply the method with the shortest factory or framing interval.
After the unit is installed, residents still need steps or accessible paths, parking, drainage, waste service, utility access, and maintenance routes. A prefab unit that arrives quickly can still leave substantial site restoration. A site-built unit can still omit future access or shared-property responsibilities. Judge both methods by the usable, approvable, maintainable property they produce, not by the factory or framing label.
