Installing a Heat Pump or Mini-Split in a Condo: Approval, Exterior Work, and Shared-System Costs

A heat pump or mini-split can improve comfort and efficiency, but in a shared building it may affect electrical capacity, exterior appearance, structure, condensate drainage, noise, refrigerant lines, and common property. The owner may pay for the equipment while the association retains control over the wall, balcony, roof, facade, or electrical infrastructure.

Treat the proposal as a building-system alteration, not only an appliance purchase.

Define every component

Describe the indoor unit, outdoor unit, line set, condensate route, electrical circuit, disconnect, supports, penetrations, controls, and service access. State whether equipment sits in the unit, on a balcony, in a mechanical room, on a roof, or on common exterior property.

Confirm whether the unit is a condominium, co-op, strata, or HOA townhouse and locate the declaration, bylaws, rules, architectural standards, alteration agreement, and maintenance matrix. Check the status of the balcony, roof, exterior wall, and parking or mechanical area before selecting equipment.

Review capacity and building impacts

A qualified HVAC professional and electrician should assess heating and cooling load, electrical capacity, refrigerant route, condensate disposal, drainage, vibration, and noise. The building may require an engineer to approve anchors, penetrations, waterproofing, or facade attachments.

Ask whether the system affects a shared riser, panel, meter, ventilation system, fire separation, or emergency access. A portable unit may have few approval impacts; a permanently mounted condenser can affect multiple common systems.

Approval and permit package

The association may require:

  • product data and a location drawing;
  • load calculations and electrical plans;
  • structural or envelope details;
  • sound and vibration information;
  • contractor licensing and insurance;
  • permits and inspection plan;
  • access, shutdown, and protection plan;
  • maintenance and removal agreement.

Do not order equipment or make a penetration before written approval. The approval should identify the allowed model and location, exterior finish, condensate treatment, service access, construction hours, and conditions for restoring the common element.

Allocate installation and future responsibility

Separate the budget into design, association review, permits, equipment, electrical work, line-set installation, supports, waterproofing, access, testing, and restoration. The owner may pay all dedicated work, while the association may require a shared-system review or contribution for common infrastructure.

The agreement should say who repairs the equipment, replaces it, maintains filters and drains, pays electricity, removes it for facade or roof work, and restores holes after removal. An approved alteration may remain an owner obligation even when it is attached to common property.

Condensate, water, and safety

Improper condensate drainage can damage a unit or common wall. Specify the drain route, overflow protection, testing, and maintenance access. If water appears, shut down the system if safe, notify the manager, photograph the source, and arrange qualified inspection.

Refrigerant, electrical, structural, and fire-separation work should be done by qualified professionals. Preserve permit records, test results, commissioning data, warranty terms, and photographs of concealed work.

Insurance and future work

Ask whether the association’s policy or the owner’s policy treats the unit, equipment, attachments, and resulting damage differently. A policy may cover a sudden event without covering an installation defect or ordinary maintenance.

A future facade, roof, balcony, window, or waterproofing project may require temporary removal. The approval agreement should state who pays, how much notice is given, and whether reinstatement must meet a new standard. Ask what happens if the association later adopts a centralized system.

Heat-pump checklist

  1. Identify ownership and the common property affected.
  2. Obtain HVAC, electrical, structural, and envelope advice as needed.
  3. Confirm approvals and public permits.
  4. Define location, sound, drainage, penetrations, and protection.
  5. Allocate installation, electricity, maintenance, repairs, removal, and reinstatement.
  6. Address insurance and damage.
  7. Preserve approval, permits, testing, warranties, and service records.

The key question is not whether a heat pump is efficient. It is whether the proposal has a complete approval, capacity, access, cost, and future-maintenance plan that protects both the unit and the shared building.

Equipment selection and building standards

A technically suitable unit can still be unacceptable if it exceeds a noise standard, creates visible exterior equipment, blocks a walkway, overloads a circuit, or discharges condensate onto common property. Ask the association for approved locations and products before paying a deposit. Confirm whether the proposed efficiency, refrigerant, electrical service, and mounting detail can be maintained over time.

The application should include a plan view, elevations or photographs, penetration detail, line-set length, condensate route, service clearances, and sound information. If a balcony or roof is involved, include the membrane and structural protection method. If the unit is in a townhouse, check whether the exterior wall and roof are owner-owned or association-maintained.

Operating and maintenance agreement

A written agreement should assign filter cleaning, condensate inspection, refrigerant service, electrical disconnect access, snow or debris clearance, and replacement. It should identify the party responsible if the system leaks, vibrates, damages a facade, or prevents a common repair.

Clarify electricity metering and what happens when the equipment is unused, sold with the unit, or abandoned. An incoming owner should receive the approval, equipment model, warranties, and maintenance record. The association should retain the portions needed to maintain common penetrations and coordinate future envelope work.

Commissioning and closeout

Require a qualified contractor to test heating and cooling performance, condensate drainage, controls, electrical protection, vibration, and any penetrations. Photograph concealed insulation, sleeves, fire stopping, and waterproofing before closure. Keep permit sign-offs and warranty registrations.

A future roof, facade, balcony, or window project may require temporary removal. Price that possibility in the approval agreement. The complete cost is the equipment, approval, construction, access, operation, maintenance, removal, and reinstatement—not only the retail unit.

Compare alternatives before approval

Ask whether the proposal should be evaluated against a portable unit, a shared-building project, a different location, or a central system. Compare not only equipment price but also electrical work, structural supports, penetrations, condensate, sound, access, maintenance, removal, and future facade or roof work. The association should not approve a design that solves one unit’s comfort problem by creating an undocumented common liability.

If several owners seek installations, ask whether a common specification and application process can reduce repeated engineering and inconsistent exterior work. A shared program should still preserve a clear allocation for each unit’s equipment, electricity, service, and replacement.

Acceptance criteria

The written approval should list model or performance requirements, mounting detail, line route, drain test, electrical protection, sound limits, weather sealing, fire stopping, contractor insurance, and closeout documents. It should state who can inspect the work and what happens if the installation does not conform.

At installation closeout, verify that the unit heats and cools, the condensate drains safely, controls work, the equipment is labeled, and all penetrations are sealed. Record the baseline condition of the wall, balcony, roof, or facade. A future buyer should be able to distinguish the approved installation from common equipment.

Ongoing review

The owner should schedule filter, drain, and professional service according to the equipment instructions and approval terms. Notify the manager of leaks, vibration, damage, or any need to move the equipment. The association should retain the common-element details and coordinate future projects with the owner.

This process turns a private equipment request into a durable record of design, capacity, approvals, cost, operation, insurance, and reinstatement.

A safe closeout file

Keep the approved design, permit, inspection, commissioning, condensate test, photographs of penetrations, model information, warranty, and maintenance agreement. State who must be contacted before removal or a future facade or roof project. The file should follow the unit on sale so the next owner does not treat an approved alteration as unregulated equipment.

Example: a balcony condenser

A resident may propose placing an outdoor condenser on an exclusive-use balcony. The approval should confirm whether the balcony is common, whether the slab and facade can support the equipment, how vibration and condensate are controlled, and whether the line set can pass through the building envelope. A contractor price that excludes structural review, waterproofing, electrical capacity, and future removal is incomplete.

The owner may pay for the equipment and dedicated work, but the agreement should address common penetrations, access, service, insurance, transfer, and reinstatement. At closeout, retain the approved location, photographs of sealed penetrations, commissioning test, warranty, and maintenance instructions.

If approval is denied or conditioned, ask whether the concern is capacity, noise, envelope, structure, appearance, drainage, or future access. A revised application should address the specific concern and state the new cost and maintenance allocation. Keep both the original and final design.

The owner should retain the approval with the equipment record and tell a future buyer about any continuing maintenance or removal obligation. The association should document common penetrations and future access.

A complete approval should also address winter or summer service access, emergency shutoff, condensate overflow, exterior finish, vibration, and a future common-envelope project. If the owner sells, the approval and service records should transfer with the unit. If the association later changes the facade or roof, the agreement should say who pays for temporary removal and reinstatement.
