On a rural property, the water source and wastewater system compete for suitable space, access, power, and approvals. Treating them as separate line items can hide a site constraint that makes the planned layout more expensive or infeasible. The combined budget should cover feasibility, testing, design, construction access, maintenance, and future replacement.
Start with site feasibility
Before finalizing a house location, map the proposed well or water source, septic area, reserve or replacement area where required, slope, drainage, access, utility route, and areas that could be disturbed by construction. Soil, groundwater, lot dimensions, geology, bedrock, flood exposure, and local health rules can change the design.
EPA describes how poorly maintained or poorly located septic systems can contaminate drinking-water wells. That is a reason to use qualified local water and wastewater professionals, not a reason to apply one universal North American setback number. The applicable distances, tests, approvals, and reserve requirements are jurisdiction-specific.

Identify feasibility risks before closing
Pause and obtain additional professional review when records conflict, the well supply is untested or marginal, the septic area is not documented, the site is too constrained for a reserve area, access cannot support drilling or pumping equipment, or the intended occupancy is higher than the previous use.
The correct output is not a combined national price. It is a coordinated site plan, current local requirements, comparable proposals, and a contingency that reflects the actual unknowns.
