Those questions are project-specific and should be answered by the relevant professionals and authority.
The meaningful comparison is not bedroom versus bathroom unit cost. It is the complete cost of a weatherproof, comfortable, serviceable suite that fits the site and supports the way the household intends to use it.
Layout choices with economic consequences
Placing the bathroom near an existing wet wall can reduce routing and access, but it may constrain windows, privacy, or the desired bedroom arrangement.
