Ask what the contractor expects to happen if a downspout, drain, or utility later crosses the surface. Keep product records, colour or mix information, layout, joint locations, and photographs of the base and drainage. Those records improve the next repair decision regardless of the material.
Drainage and climate need a local plan
Neither surface should be used to conceal a bad grade. Roof water, upslope runoff, retaining-wall drainage, and overflow need an intentional route. Permeable pavers are a separate system with aggregate layers, possible underdrain, overflow, and maintenance requirements; standard pavers are not automatically permeable. Verify infiltration, outlet, grading, utility, and permit questions locally.
Cold weather can expose weaknesses in any assembly, but movement may also come from soil, water, roots, loading, or poor compaction. Ask how the proposed base and edge suit the site and use, and how snow clearing, deicing, furniture, carts, and accessibility will be handled. A walkway used as a primary access route deserves its own slope, firmness, transition, and width review.
Use a decision matrix, then bid the details
Choose pavers when localized access for future work, pattern flexibility, or phased repair has high value and the base and edge can be built well. Choose concrete when a continuous surface, simple shape, and predictable finish fit the site and future repair visibility is acceptable. Choose neither without resolving drainage, unstable subgrade, or a retaining condition.
Request matched proposals with measured dimensions, finished elevations, water route, surface system, preparation, access, restoration, taxes, exclusions, and warranty. Ask what evidence would trigger a change order and who verifies utilities and local requirements. A written scope is the real basis for comparing the two materials.

This can make some localized paver repairs accessible, but resetting the surface does not cure an active cause. Concrete can have localized spalls or surface deterioration that may be repairable, while movement, widespread cracking, or base failure can lead to cutting or replacement. FHWA partial-depth repair guidance is a technical pavement distinction, not a universal residential patio rule.
Ask what damage the warranty covers, how future utility access will be handled, and whether spare pavers or matching information will be retained. Compare the cost of a likely repair boundary, not an idealized single defect.
Let the site decide where the trade-off matters
Pavers may fit an owner who values localized access, pattern changes, or phased repair and can support good base and edge construction. Concrete may fit a simple continuous surface where placement access, joints, drainage, and future matching are acceptable. A permeable paver system is a separate hydrologic choice, not automatically a substitute for either conventional option.
If the route has an accessibility objective, define the user’s needs and the applicable standard separately from the material choice. If it borders a foundation, slope, wall, or public route, include appropriate local evaluation. The best choice is the complete system that fits the site and can be maintained, not a universal material winner.
