What an overlay can and cannot do

An overlay adds a new asphalt layer over prepared existing pavement. It may address a worn surface when the foundation remains sound. Severe cracking, potholes, drainage failure, settlement, weak edges, or base movement can telegraph through or make the approach unsuitable.

Assess the hidden condition

The surface does not reveal every base problem. Ask how the contractor evaluated cracks, ponding, edge failure, transitions, and soft areas, and whether localized removal and base replacement are included. If a driveway is moving because of water or subgrade, resurfacing may delay rather than solve the decision.

Cost context

U.S. market material distinguishes overlay from replacement but does not establish reliable Canadian overlay pricing or universal suitability thresholds. Compare the full overlay scope with localized repair and replacement, including access, drainage, preparation, and future maintenance.

Angi’s 2026 U.S. guide reports about $3–$7 per square foot for an asphalt overlay, compared with roughly $8–$15 for replacement. The difference reflects a narrower scope, not a promise that an overlay will last as long as reconstruction. Use the figures as a qualified planning signal only after the contractor identifies the base condition and included preparation.

Quote questions

Ask about milling or preparation, crack treatment, low spots, edge tie-ins, thickness assumptions, drainage, and the warranty’s exclusions. A quote that calls every condition “resurfacing” may not be describing a durable intervention.

What resurfacing actually does

An asphalt overlay or resurfacing adds a new wearing surface over prepared existing pavement. It can renew appearance and ride quality when the existing surface and base are sufficiently stable. It does not automatically correct settlement, soft subgrade, poor drainage, failed edges, deep potholes, widespread alligator cracking, or movement at joints and transitions. Those conditions can reflect through the new layer or make the overlay unsuitable.

The first question is therefore not the thickness of the new asphalt but the condition beneath it. The contractor should inspect cracking patterns, low areas, ponding, edge support, soft spots, garage and street transitions, and places where water enters the base. Ask whether milling, localized excavation, base repair, or drainage work is included. If the answer is no, ask how the existing defect is expected to behave after the overlay.

Overlay, repair, or replacement

Localized repair may suit an isolated defect in otherwise sound pavement. An overlay may suit a broadly worn surface with a stable foundation and manageable preparation. Full replacement is more defensible when the base is failing, settlement is widespread, drainage is poor, or the surface has repeated structural repairs. The least expensive immediate scope is not necessarily the lowest lifecycle cost if it postpones the same failure.

Tie-ins matter. An overlay raises the surface and can affect garage-door clearance, sidewalks, aprons, drains, thresholds, gates, and adjacent driveways. Edges may need correction, and a new slope must not send water toward a building. If an apron or curb cut is involved, the public-interface work and local approval should be priced separately.

Cost drivers

A small overlay can still have mobilization or service minimums. Require a written description of the existing condition and the proposed preparation. Ask whether the price includes drainage, edge repair, low-spot correction, transitions, compaction, cleanup, return-to-use restrictions, and a warranty with exclusions. A warranty that excludes the existing base or reflective cracking should be understood before approval.

Timing and maintenance

Weather and temperature can affect placement and cure or reopening conditions. Ask the contractor how long vehicles must remain off the surface and when sealcoating or other maintenance is appropriate. Do not treat sealcoating as a substitute for an overlay, and do not use an overlay to conceal active water movement. Keep snow, runoff, and deicing practices in the lifecycle discussion.

The right resurfacing decision is a documented bet on a sound foundation. If the provider cannot explain why the base is suitable and how water is handled, compare localized reconstruction and full replacement before paying for a new surface.

When an overlay can be a reasonable scope

Resurfacing can be useful when the existing asphalt is broadly stable, the base supports the intended loads, edges can be corrected, and water is not actively undermining the pavement. It can renew a worn surface without the excavation and disposal of full replacement. That lower-scope option is meaningful only when the conditions beneath the visible surface support it.

Widespread alligator cracking, deep rutting, soft edges, recurring settlement, potholes over failed base, standing water, or a driveway that has become too high at a garage or sidewalk can make an overlay a poor value. Milling, localized reconstruction, drainage correction, or full removal may be necessary. An overlay should not be used to hide active failure.

Cost scenarios and decision comparison

A simple project includes cleaning, limited preparation, and a suitable overlay on accessible pavement. A typical project adds milling, edge and transition work, crack or patch repair, drainage adjustment, and restoration. A complex project includes base investigation, excavation, extensive removal, utilities, steep access, or a replacement decision. Ask for each option on the same measured area and with the same access assumptions.

The price difference between overlay and replacement is not the whole economic comparison. Consider expected service life under the actual base condition, disruption, future maintenance, driveway height, drainage, and the probability of paying for replacement later. There is no universal age cutoff that determines suitability from the plan alone.

Questions for the contractor

Ask what defects were observed, what the base condition assumption is, whether water is moving below the surface, how edges and transitions will be handled, how thickness or milling is determined for the project, and what the warranty excludes. Confirm reopening time and any sealcoating or maintenance guidance. Do not accept an overlay guarantee that does not explain the cause of cracking, rutting, or settlement.

Test the substrate before choosing an overlay

Resurfacing can be a sensible middle scope when the existing pavement is sufficiently supported and the failure is primarily at the surface. It is a poor substitute for reconstruction when the base is saturated, the edge is collapsing, the grade sends water toward a structure, or settlement is active. Ask for marked photographs, core or condition information where appropriate, and the boundary between included preparation and excluded base work. Compare overlay, patching, milling, full replacement, drainage correction, or continued maintenance using the same access and restoration assumptions.

Define the transition at the garage, sidewalk, curb, apron, gate, and adjacent landscape. Ask how the new surface will meet existing elevations, what happens to drains and utility covers, and how snow or heavy vehicles affect the result. Confirm the paving and compaction sequence, temperature and weather limits, reopening condition, and maintenance schedule. Do not treat a stated thickness as a universal answer; the correct assembly depends on the existing surface, use, climate, and local practice.

Document the completed work

Retain the mixture or product description, preparation record, final grades, warranty exclusions, and instructions for sealcoating, crack repair, and winter use. Photograph drainage and transitions before they are covered. A good resurfacing decision leaves the homeowner knowing what the new layer can do, what it cannot do, and which future symptom means the base or water problem has returned.

Choose the scope at the edges

Ask how the overlay will meet the garage, apron, curb, sidewalk, drain, gate, and landscape. A surface that is correct in the middle can still send water into a threshold or leave a weak edge that fails under turning loads. Confirm milling, tie-ins, manholes, utility covers, driveway slope, compaction, and the treatment of cracks or low areas. Keep public work, curb cuts, and restoration separately identified.

Compare the disruption and lifecycle of resurfacing with patching, maintenance, reconstruction, concrete, pavers, or gravel. Include future EV trenching, drainage, and widening if likely. Request a change-order process for soft subgrade or hidden water and do not accept a universal service-life promise. The most useful bid states the observed condition, included preparation, use assumptions, reopening requirements, and the maintenance the owner must perform.

Owner closeout

Retain the substrate condition, preparation, layer or milling assumptions, final grades, transitions, reopening time, warranty, and maintenance plan. If cracking or ponding returns, document it before another coat. The next decision may be base work, drainage, repair, or reconstruction rather than resurfacing again.
